Spec review PRs

Hey everyone!

I went through all the issues on the opensocial.group repo and took a pass at resolving them in the current proposal.

I made 4 PRs. I think 1, 3 & 4 are pretty uncontroversial and basically just clarify the current spec.

PR #2 is a bit meatier. It gets rid of a bunch of methods and moves to a record-based approach. In doing so, we also get to get rid of the specified “actions” and instead just coordinate authz around OAuth scopes (including some new permission sets).

I’m working on updating Lexicons now as well, but I’d appreciate feedback on these changes in the mean time.

Maybe we can plan a time next week to call a meeting go over this in more detail?
